Abstract

This study aims to analyze principals’ transformational leadership in developing a participatory culture within the implementation of School-Based Management (SBM). The study employed a qualitative approach with a multisite design conducted in three public junior high schools in Majenang and Cimanggu, Cilacap Regency. Participants consisted of principals, teachers, and school committee members selected purposively. Data were collected through in-depth interviews, participatory observation, and document analysis, then analyzed using thematic analysis. The findings indicate that transformational leadership contributes to the development of participatory culture through open interpersonal communication, teacher empowerment, and collaborative relationships within schools. However, participatory culture implementation still faces challenges related to hierarchical bureaucratic culture and the dominance of formal leadership patterns. This study contributes theoretically to educational leadership and school organizational culture studies and provides practical implications for strengthening SBM implementation through more collaborative and participatory school leadership.
