This study aims to examine how empowering leadership and transformational leadership influence employees’ innovative work behavior, with psychological empowerment and knowledge sharing as mediating variables. The research was conducted on all employees of the Bawaslu of West Sumatra Province. A census method was employed, involving a total of 236 respondents. Data were collected using a Likert-scale questionnaire and analyzed with Smart-PLS version 3.2.9. The findings reveal that both empowering leadership and transformational leadership have a positive and significant effect on psychological empowerment, knowledge sharing, and employees’ innovative work behavior. Furthermore, psychological empowerment was found to play a crucial role in enhancing innovative work behavior, whereas knowledge sharing did not show a significant influence. Mediation tests indicate that psychological empowerment effectively mediates the relationship between both empowering leadership and transformational leadership with innovative work behavior. In contrast, knowledge sharing was not found to mediate these relationships. These findings provide practical implications for public organizations, especially Bawaslu, in designing leadership strategies that promote an innovative work culture within the workplace.
