Abstract

This study aims to analyze the role of counseling as part of the coaching, mentoring, and counseling (CMC) approach in supporting the performance management of civil servants (Aparatur Sipil Negara or ASN) within public organizations. The research is motivated by the gap between administratively oriented performance management systems and the need for non-classical approaches that address employees’ psychological and behavioral dimensions. A qualitative descriptive method was employed using primary data from participant feedback collected during the 2025 Counseling Week at the Indonesian Ministry of Home Affairs, complemented by secondary data from policy documents and evaluation reports. Data were analyzed through thematic analysis to identify patterns, key themes, and implications of counseling implementation for performance management. The findings reveal that counseling has been systematically implemented through well-structured session scheduling, counselor–counselee matching, and evaluation mechanisms. Most participants expressed high satisfaction with the counseling process, particularly highlighting counselors’ empathy, professionalism, and active listening skills. Counseling contributed to improved self-awareness, emotional regulation, and confidence, which supported positive behavioral transformation and enhanced performance effectiveness. However, several challenges remain, including limited service quotas, time constraints, trust concerns regarding confidentiality, and limited understanding of counseling objectives among participants. The study concludes that counseling plays a strategic, indirect role in fostering ASN performance through psychological and behavioral improvement, whose effectiveness depends on organizational support, system readiness, and trust-building efforts within the institution.
