This study aims to document and evaluate the adaptation of a multilevel student empowerment model replicated from a domestic context to the Indonesian School in Jeddah (SIJ), Saudi Arabia. As an international school with Third Culture Kids (TCK) characteristics, SIJ faces unique challenges such as stagnation in health cadre programs and student organizations due to sociocultural complexities in a transnational environment. Utilizing the Participatory Action Research (PAR) method, interventions were conducted at two educational levels: the revitalization of "Dokter Kecil" through the formation of the "Garda Lingkungan Sehat" group at the elementary level, and Strategic Leadership Coaching for prospective OSIS student council leaders at the high school level. The results indicate that establishing a strong group identity and utilizing symbolic instruments (attributes) effectively enhanced self-efficacy and moral responsibility among elementary students in peer-health monitoring. Meanwhile, at the high school level, the coaching method successfully transformed the leadership paradigm from a centralistic pattern to distributed leadership, which is more responsive to the complexities of multilevel management. The program also formulated a sustainability strategy through institutionalizing school policies and a relay regeneration system to ensure the independent continuity of the empowerment model. This study concludes that the success of student empowerment in a transnational environment relies heavily on strengthening the psychological roots of identity and managerial flexibility. This model is expected to serve as a best practice reference for other Indonesian Embassy Schools (SILN) in building student independence on international stage.
