Eksklusi Sosial dalam Pembangunan Waduk Lambo di Desa Rendu Butowe, Kecamatan Aesesa Selatan, Kabupaten Nagekeo

Abstract

This study aims to analyze forms of social exclusion in the development of the Lambo Dam and the dynamics of relations between the government and affected indigenous communities. As part of a National Strategic Project, the dam is intended to support raw water supply, irrigation, flood control, and regional development, but its implementation has also raised issues concerning access to land, livelihoods, participation, and community rights. The study employed a qualitative descriptive approach. Data were collected through observation, in-depth interviews, and documentation involving affected community members, traditional leaders, government officials, and relevant parties. Data were analyzed through collection, reduction, display, and conclusion drawing. The findings show that social exclusion operates through regulation, market, force, and legitimation. Regulation was the most dominant mechanism because development policies strengthened state authority to change control over space while limiting community access to land and livelihoods. The market mechanism appeared through the loss of productive land and concerns regarding the adequacy of compensation. Force was reflected in unequal power relations and community resistance. Development legitimation was constructed through narratives of public interest, but was not fully accepted because compensation, relocation, and livelihood continuity remained concerns. The findings emphasize the importance of participatory and equitable development that respects indigenous community rights.
