Responsivitas Pemerintah Kota Kupang dalam Tata Kelola Kesehatan Mental

Abstract

Mental health has become a strategic public policy issue, particularly in regions experiencing an increasing trend of suicide cases. This study aims to analyze the responsiveness of the Kupang City Government in addressing mental health problems and suicide prevention from a public administration perspective. A qualitative approach with a case study design was employed. Data were collected through in-depth interviews, observations, and documentation involving officials of the Kupang City Health Office, healthcare professionals at Oepoi Primary Health Center, and community representatives. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, while source triangulation was applied to ensure data credibility. The findings reveal that the government's responsiveness remains suboptimal across six dimensions, namely response timeliness, psychosocial burden mapping, moral and social sensitivity, bureaucratic adaptability, multi-actor participation, and data-based accountability. The absence of crisis response mechanisms, fragmented interagency data, limited mental health professionals, inadequate cross-sector collaboration, dependence on central government funding, and the dominance of administrative performance indicators have weakened the effectiveness of mental health governance. These conditions indicate that the increasing suicide cases in Kupang City reflect not only individual or social problems but also weaknesses in local governance. Strengthening institutional capacity, integrated data systems, responsive regulations, and collaborative governance is therefore essential to improve mental health services and suicide prevention.
