Keterwakilan Perempuan di DPRD Kabupaten Lampung Barat Berdasarkan Praktik Affirmative Action dalam Undang-Undang Nomor 7 Tahun 2017 Tentang Pemilu

Elections are a significant event that demonstrates the independence of inclusive democracy within Indonesia’s political institutions. The practice of women’s participation has not been fully realized due to the sector’s consistent male dominance. The 30% quota established by Law No. 15 of 2011, Article 6, Paragraph (5), has not been met; political parties’ compliance with the quota remains merely a formality. If this quota is not met, the General Elections Commission (KPU) will declare the political party ineligible, meaning they cannot compete in the general election. This study aims to analyze the political representation of women in the West Lampung Regency Regional People’s Representative Council (DPRD) during the 2014–2024 elections regarding compliance with the 30% quota for women’s representation. The approach in this legal study is normative. Data collection techniques include literature review and interviews. The data obtained were then processed systematically and qualitatively. The results of this study found that the dynamics of women’s representation in the West Lampung Regional Legislative Council (DPRD) during the 2014, 2019, and 2024 elections indicate that women’s representation remains unstable and has not yet reached the ideal 30% quota; in the 2019 election, there was an increase in the number of female DPRD members compared to the 2014 period, but in the 2024 election, that number declined again to 17.14%.
