Abstract

The tourism sector has become one of the important sectors in supporting economic growth, especially through the development of ecotourism destinations. However, tourism business activities often create environmental problems, such as pollution, ecosystem degradation, and improper waste management. These conditions indicate that some tourism business actors have not fully fulfilled their legal obligations to preserve environmental sustainability. This study aims to analyze the civil liability of tourism business actors for environmental damage occurring in ecotourism destinations. The research uses normative legal methods with statutory and conceptual approaches. The legal materials consist of primary legal sources, including Law Number 10 of 2009 concerning Tourism, Law Number 32 of 2009 concerning Environmental Protection and Management, and Article 1365 of the Indonesian Civil Code. The results show that tourism business actors are legally obligated to maintain environmental sustainability. If this obligation is violated and causes environmental damage, the actors may be held civilly liable in the form of compensation and environmental restoration. Therefore, stronger law enforcement and greater compliance are needed to support sustainable tourism development.
