This study aims to analyze the coordination between the Health Office and the village government in improving health services at Wae Kanta Public Health Center, Lembor District, West Manggarai Regency. This research employs an empirical legal method with socio-legal and conceptual approaches. Data were collected through interviews, observations, and document studies involving 20 respondents selected using purposive sampling. The results indicate that health services at Wae Kanta Public Health Center are still functioning, particularly in promotive and preventive programs; however, their effectiveness has not been optimal. This condition is influenced by limited infrastructure, inadequate accessibility, suboptimal coordination between institutions, and constraints in human resources and facilities. In addition, low public trust and geographical challenges further hinder service delivery. Efforts to improve services have been carried out through policy strategies, annual evaluations, and planning mechanisms, yet their implementation remains limited. Therefore, strengthening coordination between the Health Office and the village government, improving infrastructure, and enhancing human resource capacity are essential to achieve optimal and sustainable health service delivery.
