Abstract

The increasing elderly population in Indonesia reflects progress in the health sector and improvements in quality of life; however, it also gives rise to increasingly complex social and economic challenges. Without adequate and sustainable policy support, older adults are at risk of becoming a vulnerable group facing limited access to resources and basic services. This study aims to comprehensively analyze the role of social security policies and public expenditure in improving the welfare of low-income elderly at the district level. Grounded in Social Welfare Theory and the concept of income distribution, this study emphasizes the importance of economic protection as a strategic effort to reduce poverty in old age. The method employed is a quantitative approach based on community-level randomized intervention with a pre- and post-program design to measure impacts more accurately. Data were collected through surveys and in-depth interviews using instruments adapted from the Indonesia Family Life Survey (IFLS). Preliminary findings indicate that social assistance contributes significantly to meeting the basic needs of the elderly, particularly in food and non-food expenditures. Therefore, synergy among the government, families, and communities is essential to achieve healthy, independent, and productive elderly populations in a sustainable manner.
