Abstract

The evolving business landscape requires Micro, Small, and Medium Enterprises (MSMEs) to move beyond profitability and address sustainability, social responsibility, and environmental concerns within the Environmental, Social, and Governance (ESG) framework. However, many MSMEs in the Special Region of Yogyakarta face limitations in competencies and awareness of ESG principles. Tetrapreneur, an entrepreneurial innovation model, focuses on four pillars: supply chain (Chainpreneur), market (Marketpreneur), quality (Qualitypreneur), and branding (Brandpreneur), implemented through the Global Gotong Royong (G2R) Tetrapreneur movement. This study aims to construct a competency transformation model for MSME actors using a Strategic Human Capital (SHC) approach within the Tetrapreneur ecosystem, emphasizing collaboration among government, academia, business, and communities. By integrating SHC and ESG principles, this research examines how learning processes, management practices, and human resource development can enhance sustainable competitiveness.

This study employs a qualitative descriptive approach, using surveys and interviews to explore social conditions comprehensively. The findings reveal that MSME strengthening in Yogyakarta occurs through collective capital rather than individual efforts. The local value of “gotong royong” has been transformed into a strategic economic asset, enhancing not only technical competencies but also collective managerial capabilities. The Tetrapreneur pillars significantly improve MSMEs’ dynamic capabilities, demonstrating that the G2R Tetrapreneur program fosters resilience in facing market disruptions.
