Implementasi Layanan Pengadaan Secara Elektronik (LPSE) dalam Mewujudkan Tata Kelola Pengadaan yang Efektif di Kota Tangerang

This study aims to analyze the implementation of the Electronic Procurement Service (Layanan Pengadaan Secara Elektronik/LPSE) in Tangerang City, focusing on technical mitigation strategies and the adaptability of local micro-scale vendors to system updates. The study employed a qualitative approach with a case study design. Data were collected through in-depth interviews, observations, and documentation studies involving procurement officials, LPSE administrators, procurement working groups, commitment-making officials, and local micro-scale vendors. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldaña and interpreted through George C. Edward III's policy implementation framework, which includes communication, resources, disposition, and bureaucratic structure dimensions. The findings indicate that the implementation of LPSE in Tangerang City has generally been effective in promoting transparency, accountability, and efficiency in public procurement. However, several challenges remain, particularly limited digital literacy among micro-scale vendors and the need to improve information technology infrastructure and system capacity. The local government has addressed these challenges through training programs, technical assistance, and helpdesk services. The study also reveals that vendors' adaptation to the electronic procurement system varies according to their experience and digital competencies. This research contributes to the development of digital governance studies and provides policy recommendations for strengthening inclusive and sustainable electronic procurement systems in local governments.
