Pembangunan Pariwisata Super Prioritas Labuan Bajo dalam Perspektif Development as Freedom Amartya Sen

Abstract

This study aims to analyze the development of super-priority tourism in Labuan Bajo using Amartya Sen’s “development as freedom” perspective. This study is motivated by the paradox of tourism development, which, on the one hand, drives economic growth but, on the other hand, gives rise to various social and cultural issues as well as inequalities for local communities. The research method employed is a qualitative approach using a descriptive-analytical design through a literature review. Data were obtained from books, scientific journals, government documents, and various other relevant sources related to tourism development and Amartya Sen’s development theory. The results of the study indicate that tourism development in Labuan Bajo has not yet fully expanded the substantive freedoms of local communities. Investor dominance, inequalities in land ownership, low-quality human resources, and minimal community participation constitute forms of “unfreedoms” that the community continues to experience. Therefore, tourism development needs to be directed toward a development model that is inclusive, participatory, and socially just so that the well-being of local communities can be realized more equitably.
