Abstract

The cargo unloading process is a critical stage in tanker ship operations, including SPOB Buana Energy which is used for fuel distribution. One of the issues encountered during sea practice was the cargo pump’s inability to generate optimal suction, particularly during the final stage of unloading. This condition caused the unloading process to stop and disrupted the overall distribution flow. This study was conducted to identify the factors causing cargo pump unpreparedness during unloading and to formulate corrective measures to prevent similar incidents in the future. This research employs a descriptive qualitative method with data collection techniques consisting of direct observation, interviews, documentation, and literature study. The unit of analysis focuses on the discharge system and cargo pump operating procedures on SPOB Buana Energy, with causal factors assessed based on the aspects of Man, Machine, Method, Material, and Environment. The data were analyzed qualitatively to identify the relationship between operator competence, SOP implementation, and cargo pump performance during discharge operations. The results indicate that the cargo pump’s unpreparedness did not originate from technical damage but from three main causes: insufficient maintenance, human error in monitoring cargo levels, and non-compliance with unloading SOP. Corrective measures include improving crew competency, conducting safety briefings, and implementing a planned maintenance system (PMS). When applied consistently, these actions can ensure an efficient unloading process and prevent the recurrence of loss of suction.
