Implementasi Green Human Resource Management (GHRM) pada Sektor Perikanan: Kajian Literatur Sistematis

The fisheries sector plays a strategic role in economic development and food security, yet it faces significant sustainability challenges, including overexploitation of resources and environmental degradation. In this context, Green Human Resource Management (GHRM) emerges as a relevant approach to integrating sustainability principles into human resource management practices. This study aims to examine the practices, impacts, as well as challenges and opportunities of GHRM implementation in the fisheries sector. The research employs a Systematic Literature Review (SLR) method using the PRISMA approach, drawing data from Google Scholar, Scopus, and ScienceDirect within the 2015–2025 period. The findings indicate that GHRM practices—such as green recruitment, green training, green performance appraisal, and green compensation—play a significant role in shaping pro-environmental behavior and improving both environmental and organizational performance. Furthermore, GHRM implementation contributes to enhanced operational efficiency, increased environmental awareness among human resources, and improved competitiveness of fisheries products in global markets. However, its implementation still faces several challenges, including low environmental literacy, limited human resource capacity, and high implementation costs. On the other hand, opportunities for GHRM development are supported by green economy policies, rising demand for sustainable products, technological advancements, and the role of extension services and institutional strengthening. This study concludes that GHRM is a strategic approach to fostering the transformation of the fisheries sector toward a more sustainable, efficient, and competitive system.
